„Best“ is easy to write on a website, so here is what we mean by it: one provider carries your file from the first decision to the day you can invoice, instead of a formation agent who hands you a licence and disappears before the bank account, the visas, the insurance and the accounting exist. Those four are where new companies in Dubai actually lose their first three months.
The decision that shapes everything else comes first: mainland or free zone. A mainland licence lets you trade directly with the UAE market and take government work; a free zone licence is usually faster and cheaper to set up, ties your visa quota to the space you take, and restricts where you may sell without a local distributor or a branch. Since 2021, 100% foreign ownership is available for most mainland activities, which removed the single biggest reason founders used to default to a free zone.
Then the activity codes. What is written on your licence decides what you may legally invoice for, what your bank will accept as an explanation of your revenue, and whether a future payment provider will take you on. Adding an activity later is an amendment, with a fee and a wait. Choosing the right set at the start costs nothing extra and is the most valuable half hour of the whole process.
After that the sequence is mechanical and we run it: trade name reservation, initial approval, memorandum of association, tenancy or flexi-desk with its Ejari registration where required, licence issue, establishment card, e-channel registration, visa quota, entry permit, medical, Emirates ID, residence visa. Each step depends on the one before it, which is why the order — not the individual paperwork — is what determines whether this takes weeks or months.
What the file covers
Structure and jurisdiction
Mainland or free zone, and which free zone, decided from your activity and your customers — not from whichever we have a deal with.
Activity codes
What you may invoice for, chosen so you do not amend the licence in month six.
Name and registration
Trade name reservation, initial approval, memorandum of association.
Trade licence
Issued, with the establishment card that unlocks everything after it.
Residency visas
Entry permit, medical, Emirates ID and residence visa — for you and your dependants.
Trading from day one
Accounting, invoicing, payments and insurance set up while the licence is processed.
What we will tell you before you pay anything
Free zone packages advertised at a headline price usually exclude the visa allocation, the medical, the Emirates ID, the establishment card and the deposit. A licence is not a company that can operate. We quote the whole path or we tell you which parts are not in the number.
A corporate bank account is the step nobody controls. Banks run their own compliance, and a thin file — no website, no contracts, no clear source of funds — is the usual reason for a slow answer. We prepare that file deliberately, and we set up a way for you to collect payments in the meantime so a bank timeline does not decide your launch date.
Corporate tax has applied since 2023 at 9% on taxable profit above AED 375,000, and VAT registration is mandatory above AED 375,000 of taxable turnover. Both are bookkeeping questions before they are tax questions, which is why we set up your accounting during formation rather than after your first audit request.
StartHub Agency is part of the iSAP group. We form the company and connect the group's software — ERP, HR, payments, insurance — so the company we hand over is one you can actually trade with.
Questions we get asked
Mainland or free zone — which is better?
Neither in the abstract. It depends on who your customers are. If you sell to UAE companies and government, mainland. If you export, consult or sell online, a free zone is usually faster and cheaper. We decide it from your customer list, not from a preference.
How long does it take?
The licence itself can be days in a free zone and a few weeks on the mainland. The visa chain adds weeks after it, and the bank account is the longest and least predictable step. Anyone quoting you a single number is quoting the licence only.
Can I own 100% of my company?
In a free zone, always. On the mainland, for most activities since 2021. There is a short list of activities where it still differs, and we check yours rather than generalising.
Do you handle the visas too?
Yes — entry permit, medical, Emirates ID and residence visa, for you and your dependants, plus the medical insurance the visa requires.
What do you not do?
We are not your lawyer, your notary or your auditor. Where a matter needs one, we say so and bring one in rather than improvising.
Start with the decision, not the paperwork
Tell us what you will sell and to whom. The first answer you get from us is mainland or free zone, and why — before anybody talks about price.
