Biggest choice of business licences in Dubai

Dozens of jurisdictions, several licence types, and only a handful that genuinely fit any given business.

Talk to us about choosing a licence  Answer eleven questions

Dubai's appeal to founders is also its confusion: there is mainland, registered with the emirate's economic department, and there are dozens of free zones, each its own registrar with its own licence, its own fees, its own visa rules and its own idea of what an office is. Add the licence types — commercial, professional, industrial, and the specialist ones for media, healthcare, education and financial services — and the number of combinations is genuinely large.

A large choice is only an advantage if somebody narrows it for you. We do not have a preferred free zone, and we say that plainly because many agencies do — a free zone that pays a commission gets recommended to everybody, regardless of whether it fits. The narrowing questions are the same every time: who are your customers, do you need to sell directly into the UAE market, how many visas will you need in year two, and do you need real premises or a desk.

Those four answers eliminate most of the list. Visa quota alone eliminates a lot: in most free zones your quota is tied to the space you take, so a company planning eight employees cannot sit on the cheapest flexi-desk. Physical operations — a workshop, a clinic, a kitchen, a warehouse — eliminate most of the rest, because the activity requires premises and often a specialist regulator.

What is left is usually two or three real options with genuine trade-offs, and that is a conversation you can actually have.

What actually differs between them

01

Where you may sell

Mainland trades directly with the UAE market; free zone companies often need a distributor or a branch to do the same.

02

Ownership

100% foreign ownership in free zones, and for most mainland activities since 2021.

03

Visa quota

Usually tied to the space you take. This is what catches growing companies out.

04

Premises

Flexi-desk, office or warehouse — and some activities simply require real space.

05

Activity list

Which activities a given registrar will licence at all, and how broad a list it allows.

06

Cost profile

Free zones are usually cheaper to set up; the running picture depends on visas and space.

The questions that narrow the list fastest

Will you invoice UAE-based customers directly, or export and sell online? This one question removes more options than any other.

How many people will hold a visa through the company in two years? The answer sets a floor on the space you take, and therefore on the jurisdiction.

Do you need premises a regulator has to inspect? A clinic, a food business, a workshop or a school is a different conversation with a different authority, and it starts earlier.

Is a specialist regulator involved — financial services, healthcare, education, media? Then the free zone choice is largely made for you by the activity.

We hold no exclusive arrangement with any free zone, and the recommendation you get is written down with its reasoning so you can check it.

Questions we get asked

How many free zones are there in Dubai?

Dozens, and more across the other emirates. The useful number for any given business is two or three, which is what the narrowing questions produce.

Is a free zone company allowed to work with UAE clients?

Often indirectly, through a distributor or a branch, depending on the activity and the zone. If direct UAE sales are your model, that usually points to mainland.

Can I move from free zone to mainland later?

In practice that is a new company with a new bank account and new visas, not an amendment. It is the most expensive decision to reverse.

Do you get paid by the free zones you recommend?

We hold no exclusivity with any of them, and our written recommendation states the reasoning so you can check it against another opinion.
